Dr Yim-Teo Tien Hua, PBM, is a Senior Professional Adult Educator (SPAE) and management consultant with over 45 years of multi-disciplinary experience in engineering, academia, and public sector leadership. As former Director at the Singapore Workforce Development Agency (WDA), she conceptualised and led the national Singapore Employability Skills (ESS) and Workforce Skills Qualifications (WSQ) systems, benefiting over a million workers. Her core expertise lies in workplace learning, job redesign, tech-enabled instructional design, and organisational development. She regularly conducts WSQ training, coaching, and workplace consultancies under NACE and LEA initiatives. A former Associate Professor at NTU and Divisional Director at ITE, Dr Yim holds a DBA in Change Management from Henley/Brunel University. She was awarded the Public Service Medal in 2008 for her extensive community contributions.
